Help With Formula

Hi There

Does anyone know how I would create a formula for the below:

In column H (budget>5%) create a formula using an appropriate function or functions to compare column G (% probable outlook) with B9 (percentage of year completed) and automatically display the words "over Budget" when ever there is a greater than +5% difference. The cell should display as blank if the value is not met. Use the following items in the formula

Over budget
Percentage of the year Completed
