Excel Function Help Within Code Breaker Document

I have attached a document which is to be used in an assignment to encode and decode an 18 character message using matrices. The document will only accept an 18 character message. Is there a way using functions so that without changing the whole document less than 18 characters can be imputed? (Because of matrix multiplication the message can only contain an even number of characters, from 2-18) Can an explanation of what the function does be included in your answer too so I know what you've done.
