Drop down selection and populating data

I have a sheet I'm working on that has 32 teams .. there are 2 teams per cell totaling to 16 cells..
B C
(team1/team2) (team3/team4)
5. Team1. Team3
6. Team2. <Drop downs.> Team4
drop down gives ppl option to pick team 1 or team 2..
Out of those 16 cells (picks) I need to cap them to 9. Once nine teams have been selected, a message will pop up imforming them of max picks.
Once they've made their picks. I need those picks to be listed automatically somewhere on the sheet in vertical format.
