Countif

Can you do a partial statement for the range? I don't have an easy way to remove the additional digits from column b
Example

Column A is my range column B would be the criteria and C would be the countif statement
Column A Column B Column C
1650 1649-11 0
1670 1650-11 1
1688 1688-11 1
