Re-arrange order of words and conditional formatting?

Is it possible to have excel re-arrange the order of words in a cell based on a pre-created conditional format?

Actually, easier idea. For example, i have in cell b14 "1234", in the cell two over in the same row (d14), i have a criteria set with conditional formatting. I want to mark the cells in column d red if the criteria doesn't contain "1234" from cell b14.
I want this to continue for the whole data range. d15 to reference b15, d16 with b16 etc.. Hopefully that makes sense.
