count ifs with date and time | commulative

There is just small help needed in counting function in attached file.
in attached file If I change due travel day & time both then count status in 2nd Row should show accordingly including Previous travel days also.

suppose for Example if i need count of 2 day till 20:00 hrs than all count should be included less then 2 including 2 &1 + taking care of time also (means commutative).

Hi,

It doesn't work as <=8:00:00 PM is not a condition that excel CountIFs() formula understands. Have a look at the attached file. I have changed the criteria a bit, and also split <=8:00:00 PM into 2 cells.
