Help to understand formula..

I thought I am well verse with excel formula already but learnt today that still there something I don't know... So I need experts to explain what does percentage sign in below formula represents..

=ROUND(C7*C8%,0)

I must admit I had never seen that before, but it seems to express the cell value as a percentage. So if C8 contains 125, it uses 125%, or 1.25. It's a nice trick, I think I can use that.
