    please find the attachment. the table from E6:F22. i want the vertical length of the table (F5:F22) be 15 inch and the horizontal length (E6:F6) be 4.5 inch.

    Can't help but think that this isn't really about drawing, a look at the attached file leads more towards thinking about labels and/or label printing.

    Perhaps the motive for, or objective of the project would provide more insight for suggestions.

    i want all the cells to be equal. for example, if i want the horizontal length of a cell to be 11.74 mm and the vertical length to be 6.43 mm when printed. How would i do that ?

    Not sure Excel will give you that precision with column and row settings. When I enter heights and widths Excel seems to just use what ever it wants that is close.
