Goal Seek problem

In the attached spreadsheet, I would like to use Goal Seek to target cell S12 to 0 by changing cell J12. Unfortunately, Goal Seek does not converge to an answer, even though I can readily iterate manually. Any suggestions as to why Goal Seek is not working in this case? I have my formula settings set to enable interations, with the maximum at 1000 and maximum change at .00001.
