Time sum issue with formula

Hi Folks,

I need your input... I want to SUM the quantity (Column B) by the specific hour (D3 & D4) but I couldn't get with the SUMIFS & SUMPRODUCT formula, could some of you could shed a light on this? I'' appreciate your prompt response, Thanks in advance...

Did you try something like:

=SUMIFS($B$1:$B$17,$A$1:$A$17,">="&D3,$A$1:$A$17,"<="&D4)
