Counting occurences of one thing if another fulfils a criteria

Hi

I've been trying to use countif and sumproduct, to no avail, to go through one column of data and count each piece of data if a corresponding cell in another column (same row) is less than or equal to the first piece of data plus one. Additionally though, I want this formual to ignore blank cells. Any help greatly appreciated.
