Adding formula(s) to add Same Serial Number to same CNIC and joining all Job/Posts

I am uploading an excel sheet where I want to add Serial Number in S.No column with the condition that,

1. If CNIC is Same then same S.No may be added to same CNIC like 1, 1, 1 and 2, 2
2. and 2nd Joining different jobs title in one cell against same CNIC

I have thousand of records of same nature, please help me out to resolve the issue once for all

Condition 1 can be done with formulas. Just look for value of CNIC in all the range above each row. If found, you should search SN for that CNIC, if not, use the max SNr +1.

But for condition 2 you will need some VBA
