Need to perform interpolation or forecasting for the remaining portion of the matrix

hi

I am in a unique situation where i have to develop an excel where i have to update the remaining portion of the table based on the details already provided in the excel. Can anyone of you please take a look and let me know if any formula can help in developing the data for the missing cell. I am attaching the spreadsheet for your reference.

Yesterday I used forecast function. I compared the results to known values and it seems right. There are different values in every row which means its value changing dependent on third variable (the numbers in column). I think it worths to try
 
can u pls share the formula so that i can check if it is working fine....
