How to find out the rank against a number in excel sheet

Guys,

I am facing a problem in the Excel Sheet attached along with this post. The scenario is -

1. The user enters data in the cell C7.
2. The program should check the value in the range from C9 to C18 and give a rank against the cell from Ranking Column.
for eg: if the user enters '8' in C7 then ranking against value 8 is 4 as per 'Ranking' column. Now this rank '4' should get populated in the cell C20.

I am unable to manipulate this formula since last 1 week. WOuld request you all to help me out with the same
