Cash flow formula for staggered payment

I am trying to make cash flow statement for a real estate project where the payments are staggered and are paid based on % completion of the project.
I have attached an example sheet for reference.
Is it possible to do the calculation without using any other cell for storing shortfall amounts?

I suggest you work through an example so that we don't have to guess at how you get to the end result.
 
Please check the attachment; hope, this will explain.

In the example sheet, projected cash flow for the 7th and 8th quarters are shown.
For 7th quarter for example, the sale happens at the 'Ground' completion level. As per the sale schedule payment slab, 55% amount gets due at 'Ground' level.
So, on the date of booking, 3x500,000 = 1.5 mil is paid.
Next quarter, 70% gets paid (less 1.5 mil already paid). So, 6.71 mil gets paid and 3.52 is carried forward to the next quarter. For the rest, please check the calculation in row 23-41.
