If And nested statements based on criteria

I'm not that experienced in Excel formula usage, so by using If nested statements on Named Ranges, can I bring through data from another cell based on defined criteria?
I've tried using If(AND(...... with not much luck, and even tried Vlookup, Hlookup formula, but the data doesn't have a unique identifier so these two options won't work either.

I think you need to give us a lot more detail if you want a meaningful response, what does the data look like, what would the results look like. Preferably a sample workbook.
