Selecting Join Kind

I'm on office 2016, windows 10. I have to merge 2 files that have a common field. Neither file has duplicates of the common field. Each file has record that the other doesn't have, and aI need a Master file. When I get data for the queries, in the Merge dialog box, there is NO Join kind dropbox. There is only a checkbox that says "only include matching rows". I need to include rows that have no match in each file. Why am I missing the Join Kind dropdown?
I tried going straight to Power query after Get Data step, and the I clicked Merge, but the same problem displays: I don't have "Join Kind" dropdown arrow. Thanks for any help
 
Perhaps you should be appending rather than merging?
No, I don't think so, because the 2 files have different columns and different number of columns. And many records are common to both files, but each has some records that the other doesn't have, so I think this would be an Outer Join ? A full Join? Not sure what it's called.
