Can someone help me with a formula?

I have this formula in my excel spreadsheet - =IF(OR(AJ14="FALSE",AJ14=""),"",IF(AND(AJ14="TRUE",K14="In-State"),"7.50","13.00")) - but no matter what, it keeps returning $13.00. I have verified that K14 is truly 'In-State' but still I'm not getting the right response. I'm assuming that there is just something in my formula that is causing me this grief. Please help!! Any help will be greatly appreciated!!

I think you need to remove the double quotes around FALSE and TRUE
