formula to change font color of numbers, Please.

Hello all,
Is there a formula to change the font color of the numbers to the left of the decimal point or vice versa? I want the the numbers to the left of the decimal point to stand out. I would like to see them lime green or bright blue while the numbers to the right of the decimal remain black. Thank you all in advance.

A formula cannot change the format of a cell.

Pretty sure you cannot split formatting (such as color) within a cell.

the only way I can think of your doing it is to split your before and after decimal number in to two cells, so 19 in one cell and the 99 in another for 19.99, then you can color one cell and not the other.

Depending what you then need you can use conditional formatting to only change the color if it is over a certain value and so on.
