Oracle generated Excel Files

I frequently work with Excel files that are generated from Oracle. These files appear to be HTML with a .xls extension. When I attempt to use PowerQuery to read the file, I get the message "External table is not in the expected format." When I attempt to read as an HTML, PowerQuery does not read the file properly either. The only success that I have had is opening from Excel and saving over the file. I can the read the file in PowerQuery as an Excel file.

Has anyone had a similar experience and would you have a more direct approach?
