Filling cells based on user selected frequency??

Hello all!

I am trying to automate a payment schedule so that an estimated payment is matched to a specific period based on payment frequency (monthly, quarterly, etc) defined by me.
Basically, I need a formula (that can be dragged down for as many periods required) that fills the payment coloums at specific intervals (every cell for monthly case, every 3 cells for quarterly case).
I'd like to do this so that the process is automated and the only changes I make are the payment amount and the payment frequency.

Any other ideas on how I could proceed?
