Break in vertical continuity of Excel spreadsheet

Hi,
I am using excel to make a budget spreadsheet using page layout view. My entire document is 2 pages long. When I add more rows at the top of my spreadsheet on the first page, the second page (starting with row 54) becomes empty and all rows that were previously on that page are pushed down to the page below. However when I change the viewing layout to 'normal' the rows become continuous again. I would very much appreciate it if anyone has any advice on fixing this problem.

Odd... what version of Excel are you using? I think I'd want to see a sample workbook with repro steps to really get my head around this, as it's a new one to me.
