Adding Data Ranges to Gantt Project Plan?

Hello, I'm usually really good with formulas but this one has me stumped. I am attempting to add two new data ranges to the planner, but I cannot figure out how to have the range highlighted by conditional formatting. I have done a lot of conditional formatting but this is the first time I have seen a title in use as a formula and I am not able to duplicate it or even find another way to do it. Can anyone have a look at the planner I have attached? I have sample data in there and the two data range stop columns I want to add. Any help would be greatly appreciated!
