Is there a way to increase the number of rows between the filter row and the Pivot Table. When I try to do it I get a message telling me about moving the pivot table. If I move the table the filter goes with it. I appreciate that the filter row is part of the Pivot Table I just want a bit of flexibility in the relative positions.

Unfortunately not. If you have 2010 or later you could use a slicer instead, since you can put those wherever you like?

I was afraid of that. I looked at slicers and decided it gave my user too much freedom to mess it up. I've found a solution using a drop down driving a Power Query. Thanks for the response anyway.

Sounds good.

Just as another alternative, you could use an additional empty pivot table for the filter dropdowns, and the worksheet's PivotTableUpdate event to actually filter the other pivot table.
