How do I get the secondary Y axis to show on the left?

all - I am at the end of my rope. I've seen posts about changing where the X axis intersects but that's now working for me. I'm attaching a doc that explains my issue. Thanks in advance for any help!

suppy Excel file, remove unnecessary sheets first and if there is sensitive data, do some judicious searching and replacing (not wholesale!)
