High & Low Values

Hi guys
I have an excel file which contain 3 Columns & more than 20,000 row ,
The 1st column (A) is titled ( DATE )
The 2nd column (B) is titled ( High Values )
The 3rd column (C) is titled ( Low Values )
I want to extract the highest high value from b1 to b10 then from b11 to b20 then from b21 to b30 and so on
then match the result of the first process with the corresponding date
also i want to repeat the same steps with column (C) , however i want to extract lowest low value this time
Any QUICK answer is appreciated
Note : IF the maximum value occur twice in the same range , i want to get the first one with the earliest date
