Complex formula to return result - thats over my head

anyone want to help sort out a formula that needs to have several logic areas embedded into it to return a result? my brain is melting today:shocked: I have attached a sheet with ???Help where i need a formula to look up from the Grid and return a result. any geniuses?:cool2:

Explain how you get 15.24% in:
3 DEPT Tier 2 15.24%

and how do you want the amount calculated (a simple sum, in this line say: 270,000 ?)
